There ARE ways with an app like Adobe Acrobat and Lightroom to deal with complex layouts, however, I haven't gotten it to work myself. The only ones I know of which are a decent solution are Adobe Bridge and Adobe Pacemaker; they are far from being complete solutions. If you can manage to open PDFs into Adobe (or Lightroom) apps or to use the online tools to convert PDF onto documents by Adobe or Pacemaker... ...then you might not be too far wrong. PDFs are not intended for that task because their limitations with text flow (which also limits how many pages one file can contain) mean that no such tools can be trusted to deal with them.
